MULTI-TIERED SYSTEMS OF SUPPORT
Intervention Guide
WHAT IS MTSS?
Multi-Tiered Systems of Support, or otherwise referred to as MTSS, is an educational "framework for delivering academic and behavioral supports through two multitiered approaches: response to intervention and positive behavior support" (Los, 2018). The focus of an MTSS framework is centered around the early identification of struggling students in order to provide targeted support. In doing so, we aim to close the gaps and help them catch up to their peers. Evidence-based interventions are used to address and close these gaps for struggling students. It is important to utilize data-based decisions throughout the problem-solving process to ensure that the needs of all students are being met.

ABOUT THE TIERS
There are three tiers in the MTSS framework.
These tiers of support increase in intensity from one level to the next.

Tier 1: Universal Support
All students are taught using high-quality instruction, and support is provided for all students in the general education setting.
Tier 2: Targeted Support
School teams identify students whose academic and/or behavior performance and rate of progress are below what is expected for their grade and educational setting.
Tier 3: Intensive Support
Students who continue to struggle despite high-quality Tier 1 and 2 instruction, or whose needs are more intense than can be addressed by typical Tier 2 interventions, require the most intensive, and sometimes individualized instruction.
